Committees and their functions

EXECUTIVE COMMITTEE (Section 68)

Functions

  • The committee makes decisions on behalf of the Council between Council meetings.
  • Considers policy and operational issues
PRACTICE CONTROL COMMITTEE (Section 69)

Functions

  • Assessment and approval of applications for medical and dental practitioners who wish to be provisionally registered with the Council.
  • Imposing conditions of practice following assessment and approval of applications for registration of practitioners
  • Review of applications for registration of practitioners whose registration was revoked or suspended or having terms imposed by the Disciplinary Committee or Health Committee.
  • Development of policies and regulatory changes pertaining to registration requirements for entry into practice
  • Inspection and registration of health institutions
  • May appoint inspectors.

DISCIPLINARY COMMITTEE (Section 70)

Functions

  • The Disciplinary Committee hears matters of professional misconduct or incompetence referred by the EXCO. Upon conclusion of an inquiry, the Committee may:
  • Revoke a practitioner’s certificate of registration
  • Suspend a practitioner from practice for a determined period.
  • Impose specified terms, conditions and limitations on the practitioner’s license to practice.
  • Reprimand the practitioner
  • Order a penalty and pay all costs and expenses of the Inquiry.

EDUCATION AND LIAISON COMMITTEE (Section 71)

Functions

Subject to the general directions given to it by Council, ELC shall:

  • Supervise the education and training of the medical and dental professions.
  • Advise Council on any matter concerning the education or training of the medical and dental professions.
  • Satisfy itself that in every institution of the medical and dental training the curriculum is such that graduates will have sufficient basic knowledge to practice their professional calling.
  • Satisfy itself and the Council that the education and training given to the persons training to secure medical and dental practice and the facilities provided to enable them to gain exposure in their profession is appropriate and adequate.
  • To perform any other function relating to education of medical and dental practitioners.
  • To visit any university, hospital or other institutions or premises where instruction is given to or examinations conducted for students who intend to apply for registration.
  • Observe and monitor any instruction or examination referred above.
  • On behalf of the Council appoint inspectors to perform any function (Inspections).
  • Submit full written reports to Council on the courses and curriculum followed at the end of examinations conducted by the university, hospital or other institutions or premises where instruction is given or examinations held for students who intend to apply for registration.
  • Assist the Practice Control Committee in setting educational standards for registration.

PRELIMINARY INQUIRIES COMMITTEE (Section 67 e)

Functions

  • The PIC conducts Investigations into complaints of unprofessional and unethical practice by registered members of the profession.
  • Investigates cases of table and maternal deaths that occur within 24hrs of an operative procedure
  • Refer cases that require further investigation by the Disciplinary Committee to the Executive Committee.

HEALTH COMMITTEE (Section 67 e)

Functions

  • Is an adjudicative committee that hears allegations concerning a practitioner’s capacity to practice medicine.
  • Takes appropriate actions within the powers granted by the Act to identify, manage and rehabilitate a practitioner who is incapacitated.

AUDIT COMMITTEE

Functions:

  • Internal control and risk management
  • Review of the effectiveness of the Council’s financial reporting and internal control policies.
  • Consideration and approval of internal audit function
  • Review of all reports from internal audits promptly
  • Recommendations on appointment of external audits
  • Review of Audit management letters and reports including the independence and objectivity of the external audits

BUSINESS AND FINANCE COMMITTEE (Section 67 e)

FunctionsThe Committee:

  • Is responsible for reviewing the financial affairs of the Council and report to Council on the overall financial position.
  • Is directly and indirectly involved in reviewing and making recommendations to Council concerning any financial matter affecting the funding of the Council
  • Reviews staff salaries and attendance allowances to members of Council.
  • Approves disbursement procedures
  • Banks funds, investments and borrows money.
